DOC Clears the Way to Lower Taxes on Imports

Effective Jan. 23, the Department of Commerce will eliminate its practice of “zeroing” in most antidumping investigations, which will result in fewer individual cases of dumping, or reduce margins and the taxes placed on imports. By using zeroing to determine anti-dumping margins—automatically excluding any imports of a product not dumped—instead of averaging all import sales, margins have been inflated, leading to excessive taxes.
